Add ability to start/stop/set log level for Stat Central Agent from Stat GUI

It would be great if functionality could be added to the Stat Windows Client to be able to start, stop and set log level for the Stat Central Agent from the Stat Windows Client.

It has been very helpful when functionality was added to start/stop the Oracle EBS Agents.  This same type of functionality would also be very helpful for the Stat Central Agent (SCA).  Many times the team that has access to start/stop the Stat Central Agent is different from the Stat Administrator.  If the Stat Central Agent needs to be restarted, it can take awhile to get access to the resources to restart the SCA.  This delay adds to Stat's downtime which has a definite impact on the users and sometimes migrations.
