Quest mechanism of Migrating emails from Source to Target

I have 2 questions:

1. Does Quest store emails on their server first and then move to target or they just do directly from Source to Target.

2. Despite setting throttling to max in Exchange 2016, the move is still slow. Source has 50 MB pipe.

1. No. The data is stored, it is always in-flight during the migration.
