Statistics Portal fails and IIS Default Site stopped after QMM 8.14 Hotfix

Installed Update20181023 QMM 8.14 servers. Statistics Portal no longer functions due to port in use error. Unable to start Default Web Site in IIS. Open Project Wizard throws error "Cannot connect to Statistics Portal at the specified location"

Was able to create problem on two updated servers. 

Environment: Windows Server 2016 Standard, All QMM resources (e.g. ADAM, DSA, ...) installed on same server. If I change from port 80 to something available (e.g. 81) in Default Web Site binding and in QMM Project Wizard, this resolves issue. 

All IIS settings (e.g. bindings, app pools, etc) are exactly the same as on a working server pre-update. Standard troubleshooting already done, (e.g. restart server post update, recycle app pools, restart IIS) 

from netsh http show service state:

Number of registered URLs: 2
Registered URLs:
HTTPS://*:443/
HTTP://*:80/

MSMQ is (and has been) listed under Default Site along with Migration. These coexisted using prior to Hotfix. 

It appears 80, 443 have been taken over by this post update. What is Quest's recommendation here? 

Uninstalling Work Folders role or changing ports for Migration both work. I would prefer to keep Work Folders role and leave the port as 80. Thanks -Paul
