How do I migrate from a site to a collection?

I have a site within a collection that I want to migrate to SharePoint Online but not to be within a collection but to become a collection itself.​

    Attached is screen shot. Note that with all my tests for troubleshooting and running different scenarios the site collections do end up being created. But data doesn’t migrate to them. Bruce
