How do I migrate from a site to a collection?

I have a site within a collection that I want to migrate to SharePoint Online but not to be within a collection but to become a collection itself.​

    It would seem all was well until I get the following failure. Exception: An error occurred during the operation of a service method: Access denied. You do not have permission to perform this action or access this resource. I entered the same person I enter when creating new empty collections. Bruce
