After migrating OOB workflow, items(tasks) do not copied to task list at destination

Hi, We want to use Content Matrix to migrate out of the box workflows from SP 2010 to SP 2016. We did not used DB write access so we do not expect to see running instances (and in the destination list we do not see workflow status column). However after migration, Task list at destination is empty and does not show any of the tasks created at the source (neither running or completed etc.) but Workflow History list items gets copied. Is this expected behavior?

Content Matrix does not support migration of workflow task and history lists because it will require database writing. For additional information, please refer to the link below:

Is it enough that the user with whom the migration takes place has write permissions on Web application's DB Content? or need anything else?
