Sorry for delay. You can export and import several types of objects, including gathering policies. In one InTrust organization in InTrust Manager right click on the policy and say "Export". Open the result xml file and find and remove all <SecurityDescriptor> tags, I mean all the text fragments starting with <SecurityDescriptor> and ending with </SecurityDescriptor>.
In another InTrust Organization log on to InTrust Server box under account that is a member of InTrust Organization Admins, navigate to <InTrustInstallationFolder>\Server\ADC\SupportTools and find InTrustPDOImport.exe tool. If there is no such tool, install ADC_SERVER_RESOURCE_KIT.11.X.X.X.msi. Run this tool in elevated context with two parameters, -import and path to xml file, e.g. InTrustPDOImport.exe -import "Z:\ars gathering policy.adcconfig". BTW, it is better to type rather than copy paste since "-" symbol is often copied incorrectly.
